Generalities and Targets
Article 1.Dalgha s machinery has established to administer the suppressed justice of Azerbaijani s people.
The mentioned laws contain human right, mother tongue language, economic and equality to constitutional law.
Article 2-Dalgha believes that militarism & annalistic power couldn’t be the only remedy to administer the laws and try to catch right by respecting to democracy basis for Azerbaijani s people on sound fighting.
Article 3. Long – term Dalgha s target is to establish the secular government and democrat on a majority vote and to the benefits of minority people.
Article 4. Dalgha enjoys the secret & internet activities till 1400 solar year and then reveals his activities by the board of director's approval.
Article 5.Dalgha is a nonprofit organization and continues political struggle. The directors of appointee organization would be legal representative of organization in that center.
Article 6.Dalgha supports all liberationist groups and political struggles that are under obstructionist policy and Dalgha will cooperate with them if the benefits of Azerbaijani s people do not hurt.
Article 7. Dalgha has no political affiliation to any domestic or outside government or organs .its decision forms under the organization s responsibility for Azerbaijani s people.
Article 8.Dalgha board of directors and representative would be unknown until the further notice.

Article 8. To reach Dalgha s mentioned targets and to have a long-term political fighting, Dalgha will obey follow:
1) To propagate and establish language and noble Azerbaijani s musical training center.
2) To cooperate with Azerbaijani s author, poet and artist.
3) To consolidate the relations and its cultures with other nations.
4) To encourage the cultural researcher and investigators.
5) To publish the newspaper and cultural magazines to inform the Azerbaijani s noble culture to the world.
6) To create political and cultural awareness on Internet.

Registration and activities terms.
Registration and activities terms in Dalgha follow as below:
1. To have a non-political affiliation to extremist groups.
2. To have an extensive information of Azerbaijan s history, world political fighting history and also world revolutionary history and to have information on moderns classical philosophy.
3. To have enough time & energy to clear Azerbaijan s political problems.

1) To insult other groups, people characters on any reasons and excuse.

Registration and activities terms in Dalgha follow as below:
1. To have a non-political affiliation to extremist groups.

3. To have enough time & energy to clear Azerbaijan s political problems.
Article 10.
Registration abolition

2) Disability and effeteness to promote Dalgha s target.
3) Formal registration which shall be approved by central committee.
4) To have activities against constitutional terms such as propagation on extremist groups, insult & scarify others to get Azerbaijanis people right.(central committee approval is needed)
Note: For Dalgha s members, humanity is more valuable than nationality, racial, tribe .Dalgha s member entitled to answer the problems in political s fighting with respect to mural laws, because our enemy is a human being and we are entitled to behave him as human being .This is the most essential registration and activity terms and shouldn't ignore or to put it aside in any condition.
Fourth Part. Dalgha s committee
Article 11. Investigation committee
This committee is entitled to investigate over Azerbaijan s history & culture and to publish the results on internet as essay.
Article 12.Literal committee
This committee s obligation is to research and gather the poets, story, prose, Tapmaja, Satashma and other Turkish language forms and to provide its annalistic essay.
Article 13.Anformatic Committee
The committee s obligation is to research ,investigate ,clear and produce Dalgha s traffic increasing ways on internet and to secure Dalgha user s web loges and to remove the opposed political humanity and opposition base and information center for racials and radicals .
Article 14.Political committee.
3) Formal registration which shall be approved by central committee.
4) To have activities against constitutional terms such as propagation on extremist groups, insult & scarify others to get Azerbaijanis people right.(central committee approval is needed)

The committee enjoys the heaviest responsibilities in Dalgha s group, to analyze world & political problems, to solve the Azerbaijan s political needs clearing the political –history origins of Azerbaijan history. Providing the new ways for AntiShonisti political fighting. To inform Azerbaijan's political revolution, to criticize and investigate government activities and other groups in Azerbaijan's problems.
Article 15.Central committee and supervision on members.
The committee s obligation is to supervise on Dalgha s activity s members, to confirm the registration and its abolition and to inform the board of directors's revolutionary to members.
15-2.The committee s obligation is to clear the third part of contradiction activity.
The constitution was approved on the board of directors on the date of 9/8/85 equal to 31/10/2006
